To track user activity by last seen dates, first you need to import a CSV file exported from Jira. User Import for Last Seen page covers the details of how to export users and import them.
After importing the CSV file, you can add the dates you are interested in to the table by using Last Seen Fields picker.
Also, you can filter users according to their last seen dates in different products.
Filtering by last seen dates are only available for Jira users as external users does not have access to Jira.
